can't get rid of 169.254.127.n despite netplan

I have pretty much figured out my netplan setup.  Quite something to see 
yaml used here, though I did spend some time in the netconfig work in 
IETF...

Anyway I have a static IP addr and do not want IPv6 (no reverse lookup 
possible for IPv6 from ISP, only with IPv4).

So I have:

echo "network: {config: disabled}" > 
/etc/cloud/cloud.cfg.d/99-disable-network-config.cfg

and in 50-cloud-init.yaml

network:
     renderer: networkd
     ethernets:
         enp4s0:
             link-local: [ ipv4 ]
             dhcp4: false

As I have learned from various googling.  I run "netplan try" and accept 
and at first, only IPv4 for the interface and my static addr.

then I go back and check (with ip a) and there is still:

What do I need to add to my plan to stop this 169.254.127?
