Problem with apache and mis-matched libraries?

This list has public list archives on 
https://lists.ubuntu.com/archives/ubuntu-users/, which you can look at 
rather than needing messages to be reposted.

However, I did a quick search and there's been nothing here matching 
that description for at least the last few months.  (There was a recent 
thread about versioning of Apache security updates, but it wasn't about 
problems starting Apache.)
