What does this while bar mean?

If you updated to a newer Ubuntu it might have appeared. My 20.04 LTS
doesn't have that selector, but 24.04LTS does.

Otherwise I have no idea why you didn't see it. Pretty sure it doesn't
come and go by itself. Even if you use the Settings utility
"Multitasking" options to change from fixed to dynamic workspaces or
manually reduce the number of workspaces to one, that bar remains.
