If you're talking about the character map, it's the gnome-characters
package and it's installed by default in all releases of Ubuntu:

https://launchpad.net/ubuntu/+source/gnome-characters

Are you sure you don't have it? You can check with this command,
which will show you where it's installed if it is and will not give
you any output if it's not installed:

which gnome-characters

If it's not installed, you can install it by using your package
manager or by running this command in a terminal window:

run sudo apt install gnome-characters
