Multiple Users on one system question

Good Morning,

I am trying to bring up a new system (Framework 20) that will have 
several users as part of a downsizing of my home office.

I am trying to install 24-04.4.

Try as I might the 1st user gets a full compliment  of several 
directories and files when their /home/username directory is created by 
adduser the remainder do not(just a few files). The book says they come 
from /etc/skel. I have not checked before creating the first user, but 
after there are just the few files I am getting, so that works. Where 
are the other files and directories located?

I am at my wits end..
