I'm not sure what's safe or advisable to remove from root, but
the bleachbit package in the Ubuntu repositories does the kind of
thing that you're after.
It put the "BleachBit (as root)" and "BleachBit" entries into the
System menu on my Kubuntu system. Each of those offers a different
list of things that you can clean up. When you open the program, it
provides the "Preview", "Clean", and "Abort" buttons at the top
followed by a checklist of all the things you can clean up underneath
them in the left pane and a blank right pane that's used for
information.
It's allegedly safe to turn it loose on anything or everything,
but caution is advised since this is a powerful program that will do
what you tell it to.
I highly recommend that you read everything it puts into the right
pane whenever you toggle any checkbox on so that you know exactly
what it will do. I also highly recommend using the "Preview" button
after toggling any checkbox on so that you can see exactly what will
be removed.
Once you're satisfied with your selections, a click of the "Clean"
button starts the process and gives you one last chance to back out by
giving you one more button to click (the "Delete" button) before it
does its thing.
I don't use it for everything, but there are some things I like to
clean up with it.
