If a package is not fixing any security issues (there aren't any listed 
in the changelog) then it shouldn't be published to the security pocket 
should it? You're guaranteeing that thousands of machines are going to 
be downloading the 500+MB package plus other updates within roughly the 
same time period, probably hammering the servers. If it was in phased 
updates, then that shouldn't happen, at least, in theory.
