https://security.ubuntu.com/ubuntu/pool/main/l/linux-firmware/

Currently gives internal 500 error when even trying to browse the
directory.

https://archive.ubuntu.com/ubuntu/pool/main/l/linux-firmware/

is browsable sometimes, but downloading stalls.

Neither archive are reliable for the linux-firmware package right now.

You're best bet is to either wait (on a weekend? Yeah, right.) or
download it from a mirror. But you don't really have to modify your apt
sources to do that. Note what package version of linux-firmware you'll
need and then navigate to the same directory on the mirror server as
above to download the package. Then in a terminal you can use dpkg to
install it. For example the below command installs the linux-firmware
package for noble 24.04

$ sudo dpkg -i linux-firmware-20240318.git3b128b60-0ubuntu2.17
