Cannot access Xubuntu menu

Another piece of information that may lead to a resolution.

There is a tiny sliver of the desktop visible and if I right click and 
then select "open in a new window" a new window opens. I can move that 
window around as normal. I can then open a terminal from the "files" 
menu in that new window menu but, more often than not, the terminal has 
an open rectangle rather than a filled rectangle as the cursor. Only 
when the cursor is filled can I enter text at the cursor.

If the terminal opens with a cursor that allows text to be entered then 
I can open applications. I can move those applications around on the 
screen but the minimise and maximise icons don't function but I can 
select "quit" from the files menu to close the application.

Since creating this email I have not been able open a terminal with the 
correct cursor.
