Well, I guess it is here:

if you follow the "About Netplan" link, that goes to a sub-page which
in turn links to netplan.io, I was simply to lazy to take that detour,
especially since the server docs do not talk anbout NetworkMAnager at
all (but the upstream docs do) which was the main topic of the question
above ...
