See https://wiki.ubuntu.com/FreezeExceptionProcess

The bug request was not there before, and probably unneeded this time
since the change was already done :) But when the new strings are
translatable, a notice to ubuntu-translators would be very nice so
that more translators get to translate the strings for the release.

Oh, I didn't realize that the strings in use are actually very much
the same as in the existing tool, or generally in the
gnome-control-center translations. In that case nothing is needed
except to get the i18n to actually work... I see that currently
there's a i18n section in the xrandr-capplet.c patch that is disabled
with #if 0. I tried to enable it and add a few include:s to make it
compile (also changed DESKTOPEFFECTSLOCALEDIR to GNOMELOCALEDIR), but
I didn't get the localizations working. I'm not sure what I missed in
enabling it... possibly something glade related, though the properties
are marked as translatable.

If any new strings are used, and maybe otherwise too, it's needed to
add the new files to po/POTFILES(.in) too.
