sorry I think I put the mins and hrs incorrect in my last e-mail

the line sould be 

59 23 * * * root /home/feisty-mirrorBuild.sh >> /home/feisty-mirror.log 2>&1

crontab -e
59 * * * * /usr/scripts/mirror_ubuntu.sh
