The correct setup is what Ubuntu gives you when you choose the South African 
mirror. If you really want to do it by hand however:

deb http://za.archive.ubuntu.com/ubuntu hardy main restricted universe 
multiverse
deb http://za.archive.ubuntu.com/ubuntu hardy-updates main restricted universe 
multiverse
deb http://za.archive.ubuntu.com/ubuntu hardy-security main restricted 
universe multiverse
