As odd as this sounds I thought it was just my funky
apt-cacher-ng/proxy setup at home but I have had the same issue.

doing a aptitutde update shows me new packages and it upgrades things
but the desktop-applet window doesn't know about this.

Odd but doesn't really bother me enough to look into it in more detail.
