[ubuntu-za] Daemons no longer automatically starting viz apt-cacher-ng and cups

Some further info on my problem.

Their rc scripts appear in /etc/rc2.d/ so as I understand it, the 
apt-cacher-ng and cups daemons should be started automatically on boot 
up.  I do not understand why this does not seem to be happening.
