In the current context we/most of us discussed, the "web based" solution 
does not mean something physically on the Internet, but rather that you 
will use a web browser to view and modify your data locally. With any 
web interface you must rely on a client/server model for the server will 
manage your data. "Generally" PHP will have the ability to act as a 
client that connects to your database.
