[ubuntu-za] Problem connecting to IRC

For general info this is the reply I got from freenode support, 
(together with a couple of questions):

Who is running this exit node, me or my ISP,and how would I disable it?

Is there any way I can choose which address I connect from, or am I 
completely at the mercy of my ISP?
