[ubuntu-za] installing Ubuntu do not select South Africa select USA

Hi there I have found that if I install Ubuntu and leave the country as default  (USA)  and not South Africa
Then afterwards change toe time zone africa:johannesburg
I can download a lot of things I could not download if I installed as South Africa without having to do anything

I have also found that afterwards if search for the fastest server and it finds a server in Germany as I am using iBurst

I also did the opposite and the found I still could not download certain restricted files

Can someone explain this phenomenon ?
Could it have something to do with USA Encryption Regulations ?
