In Synaptic, search for QCAD, You shouls also install the partlibrary

partlibrary - Electrical and processing parts and symbols for QCad 2
About 4500 mechanical, electrical and processing parts and symbols which
can be used with the QCad 2 library browser

Also search Synaptic for "electric", and look at the apps that the search shows, possibly one of them can do what you require

I spoke too soon and the problem persists. My user (bill) is
administrator but clicking on shut down in the normal fashion does
nothing. "sudo halt" shuts the system effectively.

(I am sure that it worked once after I changed bill to administrator).

Any idas?
