You've got 2 different goals here:

1. Design a website - use Dreamweaver, Kopete, vi, etc, etc. - it all
depends on what language you want to use, HTML, XML, XHTML, etc. Google
will definitely give you plenty results on this

2.  for this you need server side scripting, i.e. PHP, ASP, VB.NET, JS, ROR,
etc, etc - again, you need to decide what you want to learn, and what
resources you have available. If your DB server runs on MySQL / PostgreSQL,
then use PHP, otherwise use ASP / VB.NET for MSSQL, i.e. use the right tool
for the job.

Now, once you've learned to program in that language of your choice you can
narrow down your search, i.e. "generate reports from MySQL database with
PHP", or something like that :)
