Thanks!  I never knew about the compose key, and I certainly have not 
come across it until now. So it prompted further investigation.

The compose key is set as follows:
  - System Settings -> (Personal) Keyboard Layout
  - Click the "Options..." button at the bottom right
  - It opens a new window "Keyboard Layout Options"
  - Click on Compose Key Options
  - Check the key you want to use.

I found that on my laptop, no compose key was set.  When I set a compose 
key it cancelled the behaviour I mentioned originally, and replaces it 
with the behaviour that you mentioned.  So the two behaviours are 
*mutually exclusive*, but both work.

There is also a whole bunch of other special keyboard operations here.  
Frankly I find it very confusing, which is probably why it's not well known.

I prefer the behaviour without the compose key since it requires less 
key presses to achieve the same result:
  - default behaviour: ö => <alt gr><;>, <o>
  - compose key: ö => <compose key sequence>, <shift><">, <o>

In the end it's Linux offering you a choice... as always! :-)
