I don't think this is the case any more.  Didn't Gauteng-online (the 
Gauteng funded school labs) recently switch to Edubuntu after Microsoft 
started to insist on licenses?

Can someone confirm this...
If I remember correctly, there was a phased plan over which Microsoft 
would first provide software for free and then slowly ramp it up until 
the school had to pay around 80% of the full fees. After the Education 
Department kept resisting the increase of licenses fees, Microsoft 
promptly stopped supporting the project after providing free licenses 
for about 5 years.  At that point they started switching to Linux.

Again this needs confirmation...
I've heard that Gauting online was a bit of a flop anyway.  They could 
not offer the necessary support to schools and most of these labs don't 
really operate any more.
