[ubuntu-za] Buttons on 12.10

I am on a clean install of 12.10. When I open a window to write on TB,
the open-close-max buttons are just there - they do not appear or
disappear.
To narrow down where your problem might lie, I suggest that you create a
new user account, log in as that user and see what happens when you do
the same thing.
