[ubuntu-za] Broken Updates

For some time now I've been experiencing misbehaviour when trying to 
update from the terminal (or Software Center or aptitude).
I run sudo apt-get update and I get  "Waiting of headers" messages 
repeatedly for some 5 minutes and then nothing.
I've tried various servers, refreshing from Synaptic, deleted all PPAs, 
reset my router, tried different times of day and night.
No joy.
Despite having recently upgraded to 14.04 Beta, this problem preceded 
that by some weeks so although I'm open to all solutions, I don't think 
that they are directly related.
I've read of an identical problem from a South African user in 
http://askubuntu.com/questions/156650/apt-get-update-very-slow-stuck-at-waiting-for-headers 
but that's from a year ago and none of the proposed solutions make any 
difference.

Any advice would be highly appreciated.
If anyone else has the same issue, let's get it fixed together!
