You need to narrow that down a bunch.  What are your needs for PM 
software?  Just you?  Web enabled?  A ticketing system? Time management 
and billing?

If you spec out exactly what you need I can make some recommendations. 
But there is a range...  For example, here are a few open source options.

Very different approaches to different problems.
