Hi Jan. A 403 does not mean banned, but rather that the path on that server has not been given the proper 'read' permissions to expose the contents to the public, properly. It seems the path on za.archive.ubuntu is at fault here. You could switch out to another repository url for backports if you know one, or try again later once the maintainers of the host have corrected the permissions. But it is not your IP specifically that is blocked - I get the 403 too.
