I worked around this bug by doing the following:

# cp /usr/share/icons/hicolor/index.theme /usr/share/icons/locolor
# apt-get -y remove arson
# rm /usr/share/icons/locolor/index.theme

Now I can successfully "apt-get dist-upgrade" again. Before it was always failing because I had done an "apt-get remove arson", and it seemed to require this to succeed before any upgrade could happen.

Hope this helps someone, and hope it's not too kludgeriffic.
