I don't think we can handle webmin for two reasons: 
- with a history of security problems, webmin is a package, that requires a huge amount of work, especially after dapper will have been released
- currently there is no package in debian/unstable, so we are in need of s.o. or a group of persons both capable and willing to do this work in the long run (because we can't just cherrypick fixes from unstable).

That said, I consider it unlikely that we are able to provide webmin for dapper, merely due to lack of resources.

Tagging this bug as wishlist, maybe s.o. wants to pick it up ;).
