[Bug 308230] [NEW] ReleaseAnnouncment is not cached - needed for 'update-manager -d'

Public bug reported:

Binary package hint: apt-cacher

The files indexed by apt-cacher do not include the release
announcements, currently 'ReleaseAnnouncement', for a new release of
Ubuntu.  Subsequently, performing a distribution upgrade of a machine
using an apt-cacher proxy will fail since the release announcement can
not be fetched.
