OK, I've modified my Xorg config a little:

Section "Device"
	Identifier	"Configured Video Device"
	Driver "intel"
#	VideoRam	16384
#	Option "ForceEnablePipeA"
	Option "ModeDebug" "yes"
	Option "FramebufferCompression"	"off"
EndSection

[...]

Section "Screen"
	Identifier	"Default Screen"
	Monitor "Configured Monitor"
	Device "Configured Video Device"

	SubSection "Display"
		Depth	16
		Virtual	2048	2048
	EndSubSection
	SubSection "Display"
		Depth	24
		Virtual	2048	2048
	EndSubSection
EndSection

This seems to have resolved the pipe underruns, but I'm not 100%
convinced yet. It's been about 10 minutes since I last restarted X, I
played with the screensavers a little at the start, and VGA is still up
and running.
