Is it fixed? I don't know, but I have the following problem with Ubuntu
8.10 (which I have fully updated with update-manager) when attempting to
run xvidcap:

I open a terminal window, type "xvidcap", the graphical menu and red
outline bar appear as expected. But when I click on the red button to
start recording, the program exits and this error message appears in the
terminal window:

   xtoffmpeg.c add_video_stream(): video codec not found

This may be a duplicate bug: 250054

That bug is also reported to be fixed, but clearly it is not.
