[Bug 309827] [NEW] meta-release files are not cached - needed for 'update-manager -d'

Public bug reported:
Binary package hint: apt-cacher
update-manger looks for some files at http://changelogs.ubuntu.com to
see if there is a development release of Ubuntu available. These files
are not cached by apt-cacher and subsequently a system using apt-cacher
as its proxy is not aware of a new development release being available.
The files looked for are:
meta-release
meta-release-lts
meta-release-development
meta-release-lts-development
meta-release-propsed
meta-release-lts-propsed
