i got the same problem..this should be a bug..
thanks for the info Deapesh..
deleting / modifying some lines worked for me.. here is my 10-cgi.conf file
server.modules  += ( "mod_cgi" )


$HTTP["remoteip"] == "127.0.0.1" {
	alias.url = ( "/cgi-bin/" => "/usr/lib/cgi-bin/" )
	$HTTP["url"] =~ "^/cgi-bin/" {
		cgi.assign = ( "" => "" )
	}
}

$HTTP["url"] =~ "^/cgi-bin/" {
	cgi.assign = ( "" => "" )
}

cgi.assign      = (
	".pl"  => "/usr/bin/perl",
	".php" => "/usr/bin/php-cgi",
	".py"  => "/usr/bin/python",
)
