/var/log/vmware/hostd.log shows this error at the time matching when
apt-get was run I'm not sure if it was the unpacking or the setting up
step.

I didn't have logging enabled on that vm, but I did on another vm:

A log file is available in "/tmp/vmware-root/7184.log".  Please request support and include the contents of the log file.  it to VMware support, select Help > About and click "Collect Support Data". You can also run the "vm-support" script in the Workstation folder directly.

But that lot file /tmp/vmware-root/7184.log shows nothing since the vm was booted.

I finally found this in the log:

So I'm guessing it is KVM loading itself.

and it is KVM loading. after removing kvm and kvm_intel kernel modules, my vmware machines were able to start.

I'll file a bug with KVM instead of here.
