[Bug 298136] [NEW] switconf provides no hooks for before and after scripts to know new location

Public bug reported:

Binary package hint: switchconf

The switchconf memfile "/var/lib/misc/switchconf.lastcfg", is not
updated until the end of the script. This means that scripts in before.d
and after.d do not know the new configuration name.

It would be helpful to either
(1) have a "/var/lib/misc/switchconf.newcfg" written at the start of the script, and deleted at the end,
(2) pass in the name as the first argument to the scripts or
(3) have the new config name as an environment variable for the scripts to reference
