[Bug 299422] [NEW] Qtoctave help not installed by default

Binary package hint: qtoctave

When installing qtoctave from the menu, the octave help packages are not
installed. The help menu are therefore empty. Nothing in the program
gives any hint on why you can't get help, you have to google up why.

Some programs don't need the documentation, so it is not installed by
default. For qtoctave they should be included. As this is an IDE, the
help files are expected to be used frequently and they are an essential
part of the program.
