gPodder 0.13.1 is currently not available in Ubuntu due to the way they
manage their stable releases.

If you don't trust the .deb from the link above, you can also grab
0.13.1 (either the architecture independent binary or the source
package) from Debian's unstable repository:
http://packages.debian.org/sid/gpodder
