[Bug 303772] [NEW] Kdevelop Handbook does not launch in 8.10

Public bug reported:

Having a fresh install of 8.10 Intrepid (via Wubi), I applied all the
updates and installed KDevelop.  KDevelop is version "3.5.3 using KDE
3.5.10" according to About.

Selected Help - KDevelop Handbook and get a popup saying "Could not
launch the KDE Help Center.  Could not find service 'khelpcenter'.

Happens every time.

Looking at the packages installed, I saw that khelpcenter4 version
4:4.1.2-Oubuntu6 was installed so I tried installing the khelpcenter
package as well just on the off chance - no change in the behaviour,
still broken.
