Public bug reported:

Deluge bittorrent client doesn't find a lot of installed plugins. It
shows only the "Blocklist" and the "Lable" plugins. The webui plugins is
invisible. System: Ubuntu 9.04, Jaunty Jackalope. Affected packages:
deluge_1.1.5+dfsg-1ubuntu1.
