Public bug reported:

Binary package hint: compiz

The recent addition of the 050_stacking.patch to close bug 333284 has
broken the stacking of splash windows. Now rather than being on the top
of the z-order, they're top-1. This can easily be reproduced by
starting monodevelop with a window half-over the middle of the screen.
More problematically, it also affects the non-docky interfaces of gnome-
do, which are splash windows that take pointer & keyboard grabs.

I've verified that the patch is the culprit by disabling it and
rebuilding the compiz package; the bug no longer appears. I've had a
look at the patch, but it's one line and there's nothing obviously wrong
there.
