This is using the GIO variant of conduit.

I can't reproduce with intrepid and conduit master (again, GIO variant).
So either we fixed in master, py-gio had an API break, py-gio has a
regression or there is someway of setting this up in the UI that doesnt
properly enable the folder monitor...

Can you describe precisely the order you are configuring things in so I
can make sure its not some weird UI bug?
