Thanks, this is one of the better crafted performance bug reports I've
seen so far.

One thing you could try is the 2.6.28-11.40 kernel.  That kernel (and
only that kernel) includes the MCHBAR patch which has been seen to
improve performance for some people.  It unfortunately was proven to
cause a serious freeze issue on some hardware so had to be reverted in
the #41 kernel, but if it solves this performance problem that would be
an extremely useful piece of data.
