[Bug 360749] [NEW] Switching to compiz leaves me without window decorations

Public bug reported:

I am running on a Dell Inspiron 1721 with an ATI Radeon X1200 and ati
driver. Everything works fine if I turn off the "visual effects"  but
once they are on, compiz does not seem to start a window manager. In
result there are no window borders and a lot of other features. I
thought the problem is in some settings so I purged ~/.compiz and
~/.gconf/apps/compiz to no avail. I also read a number of other posts on
similar issues but I couldn't recover a compiz compatible window
manager. Is there a way to fix this?
