[Bug 361218] [NEW] Recommends: not pulling in bve-train and bve-route automatically

Public bug reported:

Binary package hint: openbve

Installing 'openbve' and APT recommends-by-default should use the
Recommends: to also install at least one package that provides bve-train
and bve-route (game data files).

Ideally the packages should be automatically installed when installing
openbve for the first time.
