[Bug 361571] [NEW] mp3 --> raw doesn't work, but mp3 --> wav --> raw works

Public bug reported:

Binary package hint: sox

If I try to convert an mp3 to a raw audio file it does not work :

sox file.mp3 -c1 -r8000 out.raw
sox sox: Error writing: this encoding is not supported for this data size
sox sox: resample clipped 3 samples; decrease volume?

but if I use an intermediate wav file (mp3 --> wav --> raw) it works:

sox file.mp3 -c1 -r8000 -t wav - | sox -t wav - out.raw 
sox wav: Length in output .wav header will be wrong since can't seek to fix it
sox sox: resample clipped 3 samples; decrease volume?
sox sox: -: output clipped 2 samples; decrease volume?
sox wav: Premature EOF on .wav input file

(the last msg doesn't seem to cause a problem).
