[Bug 363376] [NEW] Xubuntu desktop shows no background or icons

Public bug reported:

Installed Xubuntu Jaunty RC and desktop and icons present.  After
initial set of updates and reboot, desktop showed pale blue screen and
no panel. Did Alt + F2 and XFCE4-panel and panels returned.  Went to
XFCE settings manager and opened desktop appearance and selected desktop
but would not change.  I also noted that default desktop icons are
selected but still not present.  Not a show stopper but annoying.
