Normally the minimal amount of information necessary for a nouveau bug
report is Xorg.0.log, xorg.conf, and dmesg output.

However, I can guess a few things: 
1) You've got a geforce 8 or 9 series card
2) You aren't using a compositing manager such as KWin (with desktop effects enabled, with the XRender backend), Metacity (with the /apps/metacity/general/compositing_manager gconf key set to 'true') or xcompmgr.

If this is the case, then it's currently expected behaviour.  The
nouveau drivers only provide Xv acceleration for geforce 8 or 9 series
cards when the Composite extension is being used.
