[Bug 364017] [NEW] JOSM needs version bump for 0.6 API

Binary package hint: josm

The OSM servers are scheduled to switch to 0.6 API today. At this point
the 0.5 API will apparently stop working so JOSM needs updating to a
recent version:

The linked Debian bug report suggests that >=r1529 is recommended. (I
think this bug fix is the reason why:

) Note this version is only 4 days old, but since the old version
currently in Ubuntu will stop working, there isn't really any other
option.
