[Bug 364356] [NEW] backout change introduced for bug 343270 to prevent breach of security

Public bug reported:

Binary package hint: network-manager-pptp

bug 343270 added a at_console rule to udev, which shouldn't be needed as
both parts communicating there are uid=0 (as you can see in the error
pasted there); bug 343270 isn't reproducible with default conf files
shipped, so the change is not-needed and breaches security as with that
all users with local access to the console will be able to do mess with
the nm vpn dbus service.
