[Bug 364426] [NEW] Openafs hard codes version number in debian/rules

Public bug reported:

While hard coding works when someone remembers to update it, it is error
prone and should be avoided.  This is particularly true in Ubuntu where
packages are team maintained and so different people may make updates to
the package.
